The Right to Observe Police Activities In Public
The public has a right to observe police behavior. It has long been established that the public has a right to observe police behavior when making arrest and stops in the public as long as they don't interfere in the arrest or stop. The police themselves in 1977 signed an Stipulation/Order re-stating this obvious fact in the case Black v. Codd.
This stipulation is still in effect today and is attached for you to download if the police attempt to stop you from observing their behavior.
